Dear users of the Vessel Tracking and Tracing (VTT) system, Bulgarian Ports Infrastructure Company in its role of provider notifies you of the forthcoming General Terms change related to the start of a completely new enhanced version of the VTT web based software available on https://vtt.bulris.bg:8084/
The Vessel Tracking and Tracing system is built on the project "Establishment of River Information Services System in the Bulgarian part of the river Danube - BULRIS" BG 161 PO 004-4.0.01-003 is financed by the EU through the Operational Programme "Transport 2007-2013" under Priority Axis 4 "Improvement of the maritime and inland waterways". As its maintenance expires, Bulgarian Ports Infrastructure Company has developed and put into operation a completely new, modern and in line with the latest standards of Inland navigation version of the system.
During a three-month test period (July 1 - October 1, 2021) the new version will work in parallel with the old one, and access can be provided in the specified order. For more information, please visit https://bulris.bg/project-bulris/access-to-bulris.
After the test period, the new version of the system will become the main working solution. Access to the old system will be terminated. The services provided by the new system are:
• Information on ship traffic in the Bulgarian part of the Danube River - in real time
• Information about the ship traffic in the Bulgarian part of the Danube River - reproduction of the history of movement for the last 7 days
• Information on current Notices to Skippers
• Information on current Messages regarding water levels (WRM), weather conditions (WERM) and ice conditions (ICEM)
• Current Inland Electronic Navigational Charts (IENC)
• Possibility to select "favorite ships"
• Current meteorological information
• Information on Aids to Navigation (AtoNs)
• Complete list of ships in the area
Access to the new version of the system will be against fee and information about the tariff and the method of payment will be published additionally.
On 3rd June 2021 from 09:30 to 11:00 will be performed technical maintenance. Interruptions of the provided service are possible within this interval.

By Decree № 174 of the Council of Ministers from 31 July 2020, DANUBE NAVIGATION STANDARD FORMS - DAVID FORMS were adopted. In order to implement them in the "Single Window" software and improve the statistics for the waste disposal in the terminals, the software will be updated on 15.10.2020 at 10:00.

In connection with the complicated epidemic situation in the country and announced by decision of 13.03.2020 G. of the National Assembly of the Republic of Bulgaria state of emergency, with letter No 32-00-5/30.03.2020 D. Of the Governor of Rousse region, the following measures have been ordered:
-Members of the crews of ships, visiting the port of Ruse, for the period of residence in the port shall not be allowed to leave its territory;
-Ship owners and fuel suppliers shall supply the crews of bunker vessels with appropriate personal protective equipment and protective masks to be used during the bunkering;
-For the change of the Bulgarian crew to inland waterway vessels, the shipowners shall carry out basic disinfection of the ship;
In view of the above and in order to reduce the risk of spread of the disease COVID-19, I rely on the establishment of the necessary organization for strict observance of sanitary and hygienic requirements and disinfecting events in the performance of the described Activities.

By Order No RD-01-158/26.03.2020 of the Minister of Health, amending and supplementing Order no RD-01-130/17.03.2020, as amended by Order No RD-01-140/19.03.2020, is ORDERED:
Point I. 1 states that the words ' the People's Republic of China, the Islamic Republic of Iran, Bangladesh, the Republic of India, the Republic of Maldives, the Federal Democratic Republic of Nepal, the Democratic Socialist Republic of Sri Lanka, the Kingdom of Spain, Italy The Republic of Korea, North Korea (DPRK), United Kingdom of Great Britain and Northern Ireland, France, the Federal Republic of Germany, the Kingdom of the Netherlands and Switzerland "shall be replaced by the words" country with registered cases of COVID-19 ".
For those with registered cases of COVID-19, all States will be considered.
In this regard, for all cases of arrival at the Bulgarian port of sailing vehicles, with crews from Bulgarian citizens, the representatives of the respective regional health inspections will be informed about their quarantine.
For this purpose, persons fill in a questionnaire, after which the representatives of the RZI prepare a prescription for quarantine (appendix to Order No RD-01-140/19.03.2020), which must indicate the address to which they will reside and the period for which the person is quarantined.
The persons have the right to leave the territory of the Republic of Bulgaria before the quarantine period when they leave the territory for carrying out international voyages for the purpose of transporting goods.
In the event that a person does not provide for departure, it shall be quarantined for a period of 14 days, at home or at another place of accommodation, in which the person has indicated that he or she will be residing with a prescription of the border health control authorities. The reference for quarantine shall specify the address of residence for the period provided for and the period for which the person is quarantined.

By order RD-01-138 / 19.03.2020 of the Minister of Health, pursuant to Art. 63, para. 6 of the Health Act is ASSIGNED:
1. It is temporarily forbidden to enter the territory of the Republic of Bulgaria, starting at 00:00 hours on March 20, until April 17, 2010, including, to all third-country nationals at all border points and with any means of transport, incl. aviation, maritime, rail and road.
2. The ban on entry into the territory of the Republic of Bulgaria of persons arriving from the following EU Member States and Schengen countries shall remain in force: Italy, Spain, France, Great Britain and Northern Ireland, Germany, the Netherlands and Switzerland, except Bulgarian citizens, family members of Bulgarian citizens and persons with permanent and long-term residence status on the territory of the Republic of Bulgaria.
3. The prohibition referred to in paragraph 1 shall not affect nationals of EU Member States and Schengen States and members of their families except those referred to in paragraph 2.
4. The prohibition shall not cover:
- health care professionals, health researchers and elderly care professionals;
- transport personnel engaged in the carriage of goods, crews of aircraft engaged in commercial air transport and other transport personnel as necessary;
- diplomats, officials of international organizations, military personnel and humanitarian workers in the performance of their duties;
- persons traveling for humanitarian reasons;
- third-country nationals who have a long-term residence permit in an EU Member State and pass through Bulgaria in order to return to their country of residence and residence;

Today, 17.03.2020, the Minister of Health issued an order RD-01-130, which extended the scope of the countries upon arrival, which required quarantine of persons. The said order also requires a change in point 2 of the "Captain's Health Declaration".

In view of the established epidemic situation of the Coronavirus - COVID-19 in some European countries, in order to prevent the disease and reduce the risk of its occurrence in the territory of the Republic of Bulgaria, in agreement with the border, health and passport control authorities, as of 03/06/2020, a "Captain's Health Declaration" form is introduced for declaring by masters of ships arriving at ports. If you are unable to obtain the original from the master or the shipowner before the ship arrives, you should complete it and after receiving the information from the master of the ship it must be attached to the Notification.
