As of September 1, 2025, Bulgarian Ports Infrastructure Company will implement CEERIS as the sole system for electronic reporting on the Danube River in Bulgaria for international and domestic transport navigation. From that date, access to the Electronic Document Exchange System (Single Window) will be discontinued.
The implementation of CEERIS (www.ceeris.eu) aims to enhance transport management efficiency and improve the competitiveness of inland waterways in Europe. The harmonization of reporting documents for arrival and departure in Danube river ports (DAVID forms), along with their automatic submission to the competent authorities, is intended to simplify the process for users.
The system uses standardized cargo codes (UNECE Recommendation No. 21), which allow for unambiguous identification of transported goods. The submitted information should accurately correspond to the attached documents — type of cargo, quantity, specific port terminal of departure and arrival, specific terminal of loading and unloading. This information assists responsible authorities in planning onboard inspections and collecting statistical data.
All users are advised to prepare in advance for the upcoming change and to verify their registration and access settings required to fulfill their obligations.
Registration is done via www.ceeris.eu, either independently by the user or through an invitation from the organization they belong to. There is no need to submit a written paper application.
